Travelling through Northern Alabama I found Citizen Agents employed who were permitted to charge fees for Contracts made between colored people and the planters. I have complaint at this course, and it seems to me not without reason. If citizen agents are employed they should be paid a proper compensation by the Government, and not allowed to receive their compensation from fees:- it offers too many inducements to enrich themselves. I think it my duty to call your attention to this matter
