Asst Commissioner Bu R F & A L Montgomery Ala Sir Respectfully - Conclusive proof having been made before me of the utter inability of the Freedwoman Louisa to provide for and maintain her large family of young children, coupled with my own personal knowledge of that fact, - and the further fact that her said husband, (who is not the father of either one of her Six children) was a fugitive from justice, I apprenticed the children within refered to, to J R.
