I beg leave to acknowledge the receipt of your communication of 29 inst & in reply would most respectfuly state, that with regard to the agent from Covington County, the rations applied for by him, were refused only after he was not able to identify himself, also for the reason that the allowance to that county, has been nearly all issued to Indigents and destitutes from said County. I beg leave to state that in my opinion it would be better that the issues of rations should be materialy cut down and this office be the point of distribution. I have daily evidences of frauds perpetrated by these agents, and I do not believe Justice is done, to those for whom the rations are appropriated. I beg leave to state that the issues of rations to freedmen are very little indeed in comparison to Refugees & Indigents, they seem to have more ambition and are more willing to work and provide for themselves, than the Refugees (White).
