A claim has come to light against the Bureau in this District, at which I am mortified, and which yet appears to be well founded.

Colonel George. D. Robinson U.S.C.T., was for a long time Superintendent of the District of Mobile. He was highly recommended to me, was well spoke of by my Inspectors and seemed to have the confidence of all classes He remained with me till muster out. I have since learned that he was frequently confused with liquor and did some things I very much regret.

It seems that in November 1865, Col Robinson appointed Mathias C. Osborn late a Lieut in our Army an Agent of the Bureau in Clark County, where he was running a plantation.
