payment for labor obtained, is at least regarding the white population, in most cases unfounded.

As far as I am able under these circumstances to calculate correctly, I can give to those not quite destitute from 10-12 rations per month and to those entirely helpless and misserable from 20-30 rations per month. 

If it was not for the generosity of the Government, no doubt many would perish of starvation in this section; but wether this kindness is appreciated, and regarded as a means to pacify and reconcile the people generally, I doubt very much, as they believe it the duty of the government to help.
