judge from information obtained by the very people, who are now subsisted by the Government.

Further I take leave to remark, that I do not find it to the advantage of Commissaries of Subsistence and Bureau Officers in general to publish to the people, that so many Thousand Rations are allowed to a Section for a certain period, if for some reason or other they will afterwards not be furnished as promised; as it is the case above mentioned.

The prejudices against Bureau Officers not only on the part of the Southern People; but also on the part of most U. S. Army Officers and many Northern Citizens not individually connected with the Bureau are by such measures only increased; even if they are adopted with the best motives.

To avoid misrepresentation in such cases the Public should also be informed, that the quantity of rations promised, was not furnished.
