Sir,
At the request Of Major General Wager Swayne, the Secretary of War directs that you turn over to General Swayne, as Assistant Commissioner of the Bureau of Refugees, Freedman and Abandoned Lands, the Marine Hospital at Mobile, Ala. for the use of that Bureau, unless there be good reason why the transfer should not be made in which case the fact will be at once reported.
