In connection with a conversation had with the Comr last week, as to the condition of Freedmen and  necessity for rations in N. Ala, calls special attention to extracts from letter of Mr. Jas Nichols, Teacher of Stevenson, Ala, reporting great suffering in that vicinity, and stating that unless immediate relief can be afforded, starvation must
