Some time in August last about 17th 1866 = I wrote your Howard USA on the subject of Freedmen in my Region of country = the Reply was left with Brvt Maj C W Pierce Sup Freedmen Demopolis Ala = he replied to my letter which on the subject that was under consideration was duly and satisfactory answered.

Now Honored General I wish to get the opinion of your Honor for the following

1st Half of the Freedmen in my Region or motr contracted to work for a portion of the crop of 1866  now I find many, many, men who employed them are Arresting them, for in a large majority of cases without cause carring them before a (Squire) Civil Law) who sends them to Jail of the County whare the will Probably stay untill the crop is gethered & sold or sent off  So Freedman knows nothing about his labor — Such I say is the case in almost all Regions of country & I do in candor believe if some other more direct arraingments is not made (Freedmen) wimmin & children in large numbers must begon dispute starve to death & go naked  I can say againe it seems
