instructions with regard to it. If these wrecks are to be disposed of for the benefit of, or under the authority of the Bureau, in my opinion, action should be at once taken. They are constantly being depredated upon, and are growing of less value every day.

The point that I understand the Navy to make in claiming jurisdiction over this property, is, that the Bureau can, at the utmost, only claim the proceeds of it, after it has been sold under that authority. My own opinion is different but I have not felt authorized under the circumstances, and with my limited knowledge of the facts in the case, to act on that opinion.
