An order has been submitted in Georgia that, after the 10th instant if Freedmen persist in refusing to contract, Agents of the Bureau may contract for them. Does any such order exist or apply in this State? I should be glad to receive all orders which have or may be issued by you. Without having, really, anymore power than any other agent of the Bureau in the County, being the Judge of Probate - it is thought that I have. I am in the habit of approving and filing Contracts between white persons and Freedmen; Is this correct also?

In conclusion I must request that you will advise me of the correctness of the position of Lieut Smith and also of his authority to interfere with me. If neither exist I hope that you will instruct him accordingly - If both exist, I hope you will inform me. Of course you at once perceive that I cannot follow the general instructions of the Bureau, and at the same time be subjected to his interpretation of those instructions and of the Statute law under which I am acting.
