Commissioner, &c General: I am directed by Major General Howard to request you to acknowledge the receipt of certain cases of goods forwarded by Mr R.B. Minturn of New York to your address for distribution among the destitute in your district, and to instruct you to account for the manner in which said goods are distributed, so that copies of your reports may be transmitted to Mr. Minturn and the gentlemen whom he represents for their information.
