General,

Referring you to a copy of the letter of Maj: Genl: Howard addressed me that was forwarded you from his office, the original of which I showed you at Mobile, I respectfully request that you have all the surplus freedmen in Alabama sent on to me at Jackson Miss - The President and Genl Howard were very anxious that the Northern men who I induced as, Agent for the State of Miss, to invest in Cotton planting should succeed - They have invested largely in the fine Cotton region just north of this, but cannot get the labor here. I respectfully request that you do all in your power to aid us in this great Enterprise - Fair wages will be paid the freedmen and they will be justly & liberally dealt with in all respects.
