Stevenson, Ala. 3rd Month 1st. 1866.

I hereby solemnly declare and affirm that during a conversation with John McCauley, soon after his appointment as Agent of the Freedman's Bureau for this place, he said that he intended binding all the colored orphans and other poor children whose parents cannot support them, without Drawing Rations, out to the old settlers in the country, as Apprentices.
