Dear Sir
Being by virtue of my Office appointed agt. for the freedmen by your order, and being also one of the oldest Justices in the County, having an extensive adquaintance both with the freedmen & whites, [[?]] I am thronged with complaints from both sides of the question & inst I have a great many complaints from parents requiring their children to be restored to them. For instance when they formerly belonged to different masters and the minor prefering to stay with the former owner against the parents will. Second, where the freedman has violated his contract by leaving his employer without his consent or sufficient cause and being convicted before me. There is no provision made for their sustenance while in [[?]] nor for their transportation should they be sent to the special agt of the Bureau nor for compensation for the services of your humble servt. on whose duties are very onerous being in the heart of a verry dense population of the freedman who seem to look to me for their protection
