In compliance with orders received to discharge all civilian employees who could not take the oath prescribe by law, I have the honor to report that I have discharged T.A. Blackman employed as a clerk in this office by Col Geo D Robinson late Supt. I have appointed in his place temporarily subject to your approval Thomas Manchester late a Captain in the U.S. Service at a Salary of One hundred & twenty five dollars ($125.) pr month without Ration, This was the best arrangement I could make at this time. A Lieut is much wanted to ac as QM. Major Thomas services can be dispensed with here if he is needed elsewhere.
