Greensboro April 23/66

Genl Wagner Swayne

Dear Sir
Since writing you last I learn that you have issued an order for all the contracts to be forwarded to either Demopolis, Livingston, Tuscaloosa &c, I have a great many contracts in my possession that I have approved, if sent away would put both the employer & freedman to great inconvenience. as I would have no data to go by when a complaint should arise from either party. could you not appoint me a special agent as I live in the heart of the cotton region and being one of the oldest Justices in the county and the negroes come to me from all parts of the county for protection, and as stated in my last letter I have not means of covering their claims of last year owing to the Stay Law
