Relative to the Slave Trade between ports in the Southern States and the Island of Cuba, I have the honor to
Report:
On the 1st day of March, being assured by information obtained in various ways, that this unlawful trafic was contemplated, I employed John B. Sweat Esq. who was to me well known to be a trustworthy and efficient Officer, to acquire such detailed and specific information in the premises as would be of material value to the Government,
I also solicited the aid of Mr. J. Watkins, whose report to me accompanies this report.
An examination of these papers will convince you that my suspicions were well founded.
I entertain no doubt that most extensive preparations are being
