Mobile, Alabama. May 17, 1866 Col. P. F. Mancosos, Chief of U.S. Mil. Police, Mobile, Ala: Before presenting to you the enclosed reports, I was advised that the Hon Richard Busteed claimed to have, and assumed exclusive jurisdiction and control over the matters therein referred to. Through a near friend of the Judge's I have been for several weeks in daily communication with him upon this subject.- These written Reports have never been submitted to him, but he has been advised of their substantial contents.- So much as relates to the Virgin, he has, I am informed, transmitted to Washington; thence it has, I doubt not, been sent to New Orleans,- and I am informed that parties- strangers- came on board the Virgin at New Orleans, and were so importunate in their inquiries regarding the boat and its contemplated destination, business, &c., &c., that some part-owners became alarmed, and caused her to be siezed and tied up on a plea of Debt.
