Clayton June 29th 1866
To Genl Wager Swaine, I beg leave to state that when we first began to issue Rations in the county of Barbour the agent duly appointed was sick and had with him the form for taking the indigents [[strikethrough]]with him[[/strikethrough]] which was not known by me, and consequently the present statement will not conform to the rule presented but is same & under the plan addopted by me. The agent is now able to attend to the business & in future will try to conform to the plan laid down under your authority. I have issued out at one point alone, to wit Clayton and have been securing applications all the time from suffering persons and have taken their reports on oath confirming the beneficiaries to widows & children under 12 years old and crippled men and old and diseased women & unable to labor for support. The account embraces both colors without destruction. viz

To these rations have been issued for five weeks. The report is being increased every day as the county is large and but one depository opened. I support our full Rations have been rec'd at Eufaula
