Genl Wager Swayne

Dr Sir
Will you be kind enough to instruct my in regard to lost time & rations with the freedmen, I have been called on by a great many planters to know what is Just and proper, hence I address you this note to get your views on the subject, Major Pierce informed me that it is as you wish that I should attend to all the settlements in my district with the freedmen, (as it is twenty five miles from Greensboro to Demopolis), that I have done, and in your order No 12 you stated that not more than, one half of the crop should [[strikethrough]] not [[/strikethrough]] be removed until full payment is made to the freedmen, by the by it is the thing so far as a good many planters are concerned, for I en a disposition - amongst many of them to drive the freedmen off after they have made the crop on the smallest pretext, Shall I enforce the order?
Please give me general instructions in regard to the matter

Very Respectfully
H T. Wright JP
