Respectfully transmit the enclosed papers for such consideration and action as to you may seem proper.  

With the question of church rivalry between Godfrey Taylor & Edmund Taylor, public interests are not involved. Nor would the charge of the latter against the former have been brought to my notice, but for the fact of the importance given to the charges by the letter of Lieut Shafter, & which caused such excitement among the freedmen in this city as to induce Godfrey Taylor to fear for his life & to seek protection from the Civil Authorities. I consider the letter of Lieutenant Shafter as mischievous in its tendency, and for that reason, deemed it proper to submit the matter to you.
