General Swayne,
Dear Sir:
Consulting with the best citizens & county authorities with refference to your kind offer, to give us some substantial aid in feeding and clothing the poor negro, with one accord we accept your proffer of Blankets, cloth, medicine, &c. and beg you to fill the annexed Bill.

Our county is doing its best to provide for the poor, aged, & decrepit negro - but, unless we receive from you the help proposed - many of them will be compeled to suffer. You may rest assured that our humane Court of County Commissioners will properly apply the bounty you may think proper to give for this unfortunate class -

As to the white pauper, we are able to provide for them amply - but the negroes must greatly suffer without some outside aid. You can hold me personally responsible for any improper application of the clothes, mediciine &c you may send.
