Sir;
The [[?]] of this Thornton Frazier colord man "complains that he has been laboring for a man by the name of Wm Payne this year for a portion of the crop "one fifth" (1/5)

Said Payne has disposed of his portion of said crop also all of his effects, with the exception of the portion of cotton that should belong to said Lands, according to written contract.

I have the honor to state that I am satisfied that this is an evident denial of justice and request that you will inform me if there is no way in which the Bureau can assist those men,
Dr Jno McCloud will explain all particulars with regard to this case
