I present two names from this County, either of whom, if appointed, will act. Mr Rice has always been noted for his Union sentiments, so much so, that during the war he was nicknamed "Old Union". Mr Lawson (so Judge Thornton assures me) was always a union man, but he was in no way demonstrative in his loyalty: he is now Mayor of Talladega and during (a part at least) of the rebellion, he held the office of sheriff of this County - at present - perhaps he has more influence than Mr Rice.

Mr Lawson by virtue of his office, is Judge of the Mayors Court, his brother is Postmaster, and Justice of the Peace, his son-in-law is County Treasurer. Whither the duties and influences of his position, with regard to County matters would be incompatible with the duties of U.S. Commissioner, you must yourself be the judge.

Mr Rice has none of these alliances
