He is a High toned, (inotivorie)? honorable gentlemen. I endorse him politically, socially, and officially. The war has almost impoverished him. He has a large family to support and educate. The good order of the county, and the fine morale of our freedmen are entirely owing to his advice and efforts in the prosecution of his duties- for which he has never received any thing like an adequate compensation. 
One these premises he has addressed a communication to Gen Swayne asking him if he could not now under the Military regime, give him a compensation that will cover the services heretofore and now being rendered by him. My purpose in writing this letter is to solicit you
