Mobile Ala May 9th 1867

Major Gen Swyne,
Sir i supose you have heard of the Report latly come to notices concerning Mayor Wiethers, and police Shelton, Sharpenter, who are the chefe of police.

All officers of this city i writ becose I cane tistify to the facts that state to you about the frist of Feb. last a young man by the new of Henrry Hubert, when arrested by one of the city police on suspicious caricther the next morning after arristed the sentence by the mayor to Sixty Days on chain Gange, that same Day he was coled to Mr Bankin on the Ala. River to work on a farm the sum paid for Henrry $10 Ten Dollars to Chif of police
Also one White man name i cant Remember a [[present]] bought 8. eight a one time he paid five Dollars for his  this man bought 8 eight and kepte them in the Guard house five Days until was ready to take them of which was Done after [[?]] about seven o clock The man was freed by me from the time he bought until they left
I am satisfied the boat was retaine until that hour a night for the purpose of caring of thous men  the white man told me that the boat waited for the purpose they was guarded to the boat by two polices.
