The Board convened by S.O. 84. series 1866, from your Head Quarters for the purpose of examining into the expenditures of the Bureau in the State, after a careful examination have the honor to recommend the following changes and reduction in expenses. 
At Montgomery that one half of the building occupied jointly as the Military Head Quarters, and as office of the Assistant Commissioner of the Bureau, be paid by the Post Quartermaster - that the Commissary clerk whose work pertains both to the Bureau and the Military, be paid by the Post Commissary. These two recommendations are based on an estimate made of the amounts respectively paid by the Military and the Bureau for articles and persons employed for their joint services, such transfer equalizing the amounts paid. 
It is further recommended that the following persons be discharged. 
At office Asst Commissioner - the two messengers and the boy in the printers office. 
At Tuscaloosa - Mrs Beck (clerk to Superintendent)
At Demopolis - Mrs O'Connor (clerk to A.A.Q.M.)
