Commissioner, to some extent. I am afraid the trouble is in your Office, and that your Adjutant General lacks life, energy and activity in Bureau matters.

Your orders and books as Assistant Commissioner should be kept distinct from those you have as District Commander, as doubtless you intend they should be. I see you have a new Adjutant just assigned, Lt. Williams. If you need another please notify me.

I have written to you frankly for I wish you to stir up all the officials, and energize them as you used to your regiment in the field.
