I have the honor to submit the following as any report for the month of July.
I have to report that there has nothing of much importance transpired in this Sub. District since my last Report, the chief subject of interest being that of Registration, and that has been progressing very quietly, and will be completed in nearly all the Counties by, or before the middle of August, there has been some delay occasioned by the failure of the Books reaching the hands of the Registered, in one or two counties, the Registered have not been interrupted in any county in this Sub Dist. altho there is one recent in his Co. that threats are made against the Col'd Register, and the other two have in their abundance of caution determined that it is best for him not to go through that Beat with them, but meet them afterwards,
Complaints by freedpeople, of hardships + impositions are not numerous, since the most of
