MONTGOMERY, ALA., July 30th 1867

Satisfactory evidence having been furnished me that the omission by the within named officers and employees of the U.S. Government in the Bureau R.F. & A. Land Military Head Quarters at Montgomery, Ala. to affix and cancel the proper Internal Revenue Stamps to the 185 Receipts signed by them in the books of the Southern Express Company, at Montgomery, was from no intention to defraud the United States, I herewith affix and cancel such, and remit the Penalty.
