I have the honor to acknowledge the receipt of your communication of the 16th inst and in reply will say that when your dispatch of the 4th unit came, I expected to receive a letter from you in a few days, whereby the purport of the dispatch might be made clearer. On the 15th inst. receiving no further advice from you. I wrote you, setting forth my views relative to the corn and bacon, and my acts and position in the same connection. From your letter of the 16th received this day, it appears that you did not intend that I should lose all responsibility and control of the supplies. Yet I must say, General that from the instructions which I received on the subject, it appeared that I could not stop short of surrendering their control. My instructions were received in two letters from Maj Kinsman, dated Oct 30th and Nov. 13th 1866, In the first he says "until further instructions you will yourself receive these supplies of corn and bacon, at the principal depots as designated in the Cruikshank's letter, a copy of which is herewith enclosed - distributing them in the proportion named in the letter to the Agents designated by Mr C."
Accompanying the letter of which the above is an extract I received a statement which purported to be an "Estimate made by Mr. H. Cruikshanks Commissioner for the distribution of 20.000 sacks of corn and 100.000 pounds of bacon among the several counties of Alabama, "Depot at Huntsville Alabama, James H. Scruggs Agent
