Sir:
In accordance with your request and promise, the Department has this day advised the Collector at Mobile, as follows:

"Major General Wager Swayne having agreed to obtain suitable accommodations for the marine patients at Mobile, at a rate not exceeding that now paid (75¢ per day) you are authorized and directed, upon the fulfillment of this agreement, to co-operate with him, or officers acting under his authority, in the removal of the patients, — and further to place no obstacles in the way of his obtaining possession of the hospital building."
