Bureau and since his appointment as Acting Commissary of Subsistence, by order of Maj. Genl. Thomas, he has not regarded himself as being in any way under my orders or control. He frequently absents himself from this city and county, without my knowledge, and certainly gives very little attention to any official duty whatever.  I would respectfully suggest that the muster out of this officer would be an act of economy to the government. He is of no use to the Bureau, and of but little if any, to any branch of the service. 
I mention this matter to advise you of the facts in relation to Lieut. Jennings and for the reason that I have on several occasions, received orders which indicated that the Asst Commissioner regarded or understood him as under my orders. But the Lieutenant does not so regard himself. His duties are merely nominal, and are loosely performed; and it appears to me that his muster out would not deprive the Govt of the services of a very valuable officer.
