A few weeks ago Dr M W Creagh applied to me by letter to arrest a freedman, who had left his service I sent him word that under existing orders I had no authority to arrest and bring back a freedman to his contract by force, that the same laws apply to Black Laborers & Whites, he had the same remedy and that only. I would also remark that Dr Creagh has not settled with his Freedmen to their or my satisfaction for the year 1865 & 1866: and in my opinion never will, unless compelled by a Military tribunal, as his property is in such a shape, that a debt cannot be collected by civil law C.W.
