Sir I wish to make an appeal to you in behalf of a colored Insane girl who is an orphan in indigent circumstances, who I wish to send to the Insane Hospital at Tuscaloosa Ala, - The circumstances are these - This girl and her family formerly belonged to me - they got scattered during the war, she & her mother being the only ones left, I have kept & taken care of them all the time, but her mother has just died leaving her without any body to take care of her. The last Legislature of Ala, in accordance with the request of the Governor appropriated a part of the Insane Hospital to the colored Insane of the State, but by the act the State maintains them after they are admitted but imposes it upon the County they are from to send them there at the expense of the County - but our county finances are in a deplorable condition being heavily in debt & no prospect soon of being any better - so they cannot send her, and my own affairs are in the same condition so that I have not the means of sending her, And I make this appeal to you to furnish Transportation at the expense of the Government for her and a person to take her there, if you can do so. If you will I can employ some one to go with her at my expense & will also furnish her with sufficient clothing provisions &c
