loyal element in the Dist. asking for the removal of the two "Collarts" Mayor and Sheriff of this place; and asking for the appointment of S.S. Clapp to be Mayor and Hiram Roberts to be Sheriff. These two men I know to be will qualified; and truly loyal, and worthy otherwise. I am now told that the "Rebs" have forestalled the action of the union men and obtained the influence of Joe Bradley and the other "Wishy Washy" demagogues, to secure the appointment E.C. Clapp as Mayor and one Jack Schrimpsher as Sheriff; and the Rebels are offering to bet two to one, that they will defeat the objects of "Damd Union Leaguers".
I am sorry to say [[strikethrough]] to say [[/strikethrough]] that we have too many men here who have been instensively[[obstensibly?]] loyal men but are really at heart, and in principle in sympathy with the hellish element that is keeping the country in its present condition. It would be a thousand times better to keep the present incumbents in office, than to appoint these men E.C. Clapp and J. Schrimpsher. One of these men worked and superintended a salt peater cave during the war, making powder for others to expend; and the other Mr. Schrimpsher, was Wagon Master in the Rebel Army; and two of his sons were the most notorious Bush Whackers in the country. 

I will send up a report of vacancies as fast as I can gain a knowledge of them.
