I have this moment received your letter of 13th inst. Mr Rublee's Bill will be made out as indicated therein, and sent for payment. As to the Supplies now on hand permit me to Suggest that a recent tour through the Northern Counties of my District made by myself in person, clearly shows that there are many very old decriped blind crippled and destitute persons who cannot care for themselves, and the Local Authorities seem to be totally indifferent as to their Suffering; and in view of this fact I would Suggest that the Supplies now on hand be held by the Bureau to meet Such extreme cases. If the Contribution corn is placed in hands for immediate distribution this class will not get the benefit of it; but whites who are able to work
