Sir-

The inquiry has been made of me, by physicians, whether the Bureau would pay a moderate compensation for medical attention given to colored people who are utterly unable to pay anything, such as very old people, orphan children, &c. Please inform me on this subject, that I may be able to answer them.

I desire, also, to know the extent of my power over contracts. If a contract contains objectionable features, have I the right to disregard it entirely in adjusting claims for services under the contract, and proceed with the case according to principles of common justice? And if so, may I require the same course of Justices of the Peace? I think such a course would be productive of good, but I am not sure that it is the practice of the Bureau. Please advise me on this subject.

I have concluded to refer most of the cases brought to this office to the magistrates, requiring them to report their action to this office. This will test their disposition to do justice.- Very respectfully,
