sidered he was pandering to the negroes, and was partial to them because he was Agent of the Bureau. there are denunciations he had to hear for a long [[strikethrough]] time [[/strikethrough]] while, but time developed the fact that he was right, that his decisions were Just and finally all parties acquiesced, and it [[strikethrough]] now [[/strikethrough]] has been and is now the universal opinion of both balck and white that he is one of the fairest and most just Agents of the Bureau. 
I would state another fact that no Federal guard has every been stationed in this county. No Federal officer has ever been stationed here. No agent of the Bureau, other than Judge Cook, has ever been stationed here. All these expenses have been saved by the Government, and I state it to you upon the honor of a man, that in my opinion, the fair, just, humane and upright course pursued by Judge Cook has saved all this. 
I submit should not he be paid
