for his services. He is is man who has, lost all he had, like many others. He has a wife and several children to support. His whole time has been devoted to this matter. I would state too that he has been no polotician. He has made opposition to the reconstruction of the Government. I state these facts because I know them, and it is due to him that they should be stated.
I see no reason why he should not be paid, and I ask it of you as a favor to lay this matter before Genl. Swayne, and if you please, this letter with it. I have no personal interest in the matter whatever, further than to see a good man paid for services, fairly and justly rendered.
Very truly
Your friend J.F.Clements
