Sir:
I have the honor to make the following inquiry of you: Are the employers of Freedman responsible for their Medical accounts, and if so, what course am I to pursue to collect them. Mr. M. W. Walker, the Justice of the Peace for this precinct tells me that I cannot collect such account in the civil courts. Such, I hope, is not the case; if it is, there will be a great many freedmen, in this neighborhood suffer for Medical attention, this year. No medical man can afford to practice for freedmen and no body be responsible but themselves
