In the latter part of January last being desirous to secure the Services of an additional number of laborers, I requested your endorsement of my application for trasportation of Freedmen from the state of NC & this State, under the provision of Genl. Orders No 138 War Dept AG.O. Sept 16th 1865 [[?]]- I accordingly proceeded to above named state, when I found quite a number of Freedmen, whose situations were such as to meet fairly the conditions contemplated in the above orders. I therefore contracted with a goodly number of Such Free persons of Col, principally in Family for whome transportation, the 18th day of Feby last was given in the name of Alfred Watkins and happy to say as a general thing, most of them have behaved well but on this morning one of the men [[strike out]]with[[/strike out]]left me without my knowledge or Consent leaving his wife and four Children, to whom I have furnished many articles necessary for their comfort, and I learned from the
