Lieutenant: I have the honor respectfully to acknowledge the receipt of your communication enclosing transportation for five enlisted men, and report my action in accordance with its instructions.

I beg leave respectfully to call your attention to a practice which seems to me highly impolitic, namely, the detailing of troublesome men, such as are known as "hard cases" to a position like this. I am informed that Cunningham was left here, as stated by his officer, for the purpose of getting rid of him from the company. It is also stated by their acquaintances that two of the
