It is not clear in what way this office can act to remedy the grievances of which Dr Gray complains. No power exists here to authorize the necessary expenditures to complete the repairs so much needed, and hence no person to enforce the order to which Dr. Gray alludes.
 
In addition to Lieut. Logan's endorsement herein made, he also states that he is entirely embarrassed and uncertain what to do in this matter of repairs on account of the conflicting orders he has received. On looking into the matter I am unable to suggest any relief to his embarrassment. The facts seem to be these Lieut Logan first receives an order through Lieut Browning Chf Qr Mr of the Bureau to make no purchases unless on order from the Assistant Commissioner of the Bureau, based upon estimates
