Pursuant to instructions contained in "Circular Letters" from the Assistant Commr. Dist of Ala, dated, respectively, Sept 10, 1865, and April 21, 1866; Also in "Circular Letter from the Chief Med'l Officer dated Washington May 21, 1867, respecting the Sanitary condition of Hospitals, Colonies &c,
I have to report, that in my opinion, the safety of the inmates of the Asylum under my charge, imperatively demands that repairs, required under Special Orders No. 1 Hd Qrs Dist of Ala dated  Apr. 16, 1867, be commenced and perfected at the earliest possible moment, as the few habitable buildings here are already overcrowded and in a condition calculated to invite epidemic disease.

Lt Logan, who has been charged with the execution of the order above referred to, seems indisposed to comply with its provisions at once, and I therefore very respectfully and earnestly request that you will cause him, or some other person, to do so.
