Sir:
Pursuant to Special Orders No 28, I proceeded to the plantation of Mr. White, Lowndes Co. Had conversation with White, also with several of the Freedmen on the place. Mr. White has divided his large plantation into lots of seventy-five and one hundred acres each worked on shares by the men on the plantation. The men informed me that, although Mr. White was a very close man, he never interfered with them in their work, only visiting them now and then, leaving the whole management in their hands. It appears that he has never endeavored to prevent them registering. Mr. White, however, did not let them know when the registering in that precinct commenced until 28th ult, the last day for registering in that beat. But even then it was not too late, and most of the
