Sir: I have the honor respectfully to report that in accordance with instruction dated Montgomery, June 12th, I have been looking up persons suitable to be trusted with the business of the Bureau in the several counties of this District.  I have to report the name of Abraham Folman, Gosher Hill, Pike Co, Ala. as one competent and suitable from opinion and sympathy to perform the duties of the office satisfactorily.  He has accepted the position and I would respectfully recommend that a [[?]] be issued to him.  Others will be reported as soon as thoroughly reliable persons can be found.
