I think it cannot be the design of the General commanding that a service so abounding in physical hardship and danger, should also be made to impoverish one who willingly undertakes it for the cause of the government. I will hire my horse to the government at the lowest rate one can be obtained at a country stable. Hoping you will try to give me a fair chance in this matter. I remain

P.S. In addition to the considerations urged I would also say that Capt. Peck desires very much that the Government horse should be allowed to remain at [[strikethrough]] Thes [[/strikethrough]] this place, if possible, as he needs it continually for the use of the Bureau.

If you will be kind enough to answer this favorably, or refer it to the General if you have any hesitation and inform me of his decision, I will make a formal application, with statement of reasons.
