Sir:
I have the honor to enclose herewith an order of the Revenue Court of Mobile County, made in pursuance of Circular letter of October 22nd, in reference to Freedmen from other States inmates of hospitals transferred to civil authorities. The County Commissioners have promptly apprehended the meaning of said letter; clearly understanding that peasant inmates are to be retained the same as though they belonged to Mobile County.

Owing to absence from city of members of The Board it was not until yesterday that the Dog River Institution was formally transferred to the County under S.O. No. 65 Head Qrs. Disct. of Ala. It is the expressed intention of the commissioners to make no change in the management of the Institutions. Employees, buildings &c, have all been retained at present rates and employments. It is not improbable that Dr. Gray will be tendered position as County Physician and Superintendant.
